11/29 Petition to Biden & Congress for Palestine
I did some research on the stockpile weapons (WRSA-I) you want to keep providing to Israel. You should already know all of this, and I bet you do, but for the sake of assuming you aren’t a genocidal maniac, I’ll lay it out for you.
The WRSA-I, managed by the DoD with some DoS oversight, is part of PWRMs that are subject to Leahy Law. Leahy Law makes it illegal to supply foreign forces with weapons, training, and money who have committed gross human rights violations (GHRVs).
The DoS website has a course “PP410 INTRODUCTION TO LEAHY VETTING POLICY”. Leah Vetting policy is *somehow* made by the DoD and DoS who are the specific parts of the government Leahy Law applies to. The lack of oversight would be funny if it wasn’t so horrifying.
The DoS course explains credible information is needed to illustrate a foreign security force is committing GVHRs. According to the DoS, that includes witness testimony collected by NGOs. There are so many NGO reports that show over YEARS how the IDF has committed GVHRs. Leahy Law only has an exception for foreign forces who make demonstrable changes, and the IDF has a clear track record of GVHRs. That disgusting track record is also considered credible information per the DoS course.
If NGO reports aren’t enough for you, you can go straight to the DoS site and check out the “Country Reports on Human Rights Practices” for Israel over time. The DoS & DoD have reports on Israel over YEARS detailing GHRVs, summaries of other NGO reports regarding GHVRs, and more. So it looks like, at the very least, the Secretary of State is violating Leahy law.
All of the information I just laid out for you is publicly available either from Congressional Research Reports, the DoS website, reputable NGOs, or the UN.
I demand that you immediately stop all monetary and military aid given to Israel. Not doing so is breaking our own laws or the spirit of those laws. And if you have no respect for the rule of law, why are you even in office?
